Agenda Meeting

The Agenda meeting of the Town Board of Charlton, Saratoga County, New York held at 7:30 pm at the Charlton Town Hall, called to order by Supervisor Grattidge.

 

Present:  Supervisor Grattidge, Councilman Gardner, Councilman Salisbury, Councilman Verola and Town Attorney Robert VanVranken.

 

A motion made by Councilman Gardner seconded by Supervisor Grattidge, to accept the meeting minutes of the Town Board Public Hearing on Stormwater Management held on May 8, 2006.

 

Roll call vote:  Councilman Gardner: Aye, Councilman Lippiello: Absent, Councilman Salisbury: Aye, Councilman Verola: Aye, Supervisor Grattidge: Aye Approved

 

A motion made by Councilman Verola seconded by Councilman Gardner, to accept the meeting minutes of the Town Board held on May 8, 2006.

 

Roll call vote:  Councilman Gardner: Aye, Councilman Lippiello: Absent, Councilman Salisbury: Aye, Councilman Verola: Aye, Supervisor Grattidge: Aye Approved

 

A motion made by Councilman Salisbury seconded by Councilman Gardner authorizing the town clerk to prepare the abstract of claims.  Approved

 

Three vouchers were reviewed for discussion;

 

Helpco a computer service used by the town.  Councilman Verola suggested before any computer services are given, the town board should see an estimate prior to services rendered.   Councilman Gardner stated his concern was the cost exceeding over $300.00.  Supervisor Grattidge stated the services were for his computer, converting data from one machine to another as well as setting up the configuration of the new machine for a wireless connection.  Councilman Gardner stated we should have a service contract and set up some type of system more so as we move forward with technology.

 

Burnt Hills Ballston Lake Summer Recreational Program a three-town program taking place at the Burnt Hills School during the summer.  Supervisor Grattidge stated many of Charlton’s children are in the program.  The Town of Charlton has continued this program for the past 9 years he’s been here for.  Supervisor Grattidge stated he would get more information to the board members on the program.    Councilman Verola stated she would like to see a contract done for the services.

 

Environmental Design Partnership Engineering, services done for the new town hall review.  Supervisor Grattidge stated he would contact EDP for an itemized statement.  Councilman Gardner stated he would like to see where the figures are and how much was sent of the $2500.00 the town board approved.

 

Supervisor Grattidge stated the following information would be placed on the Agenda for the Regular Town Board Meeting on June 12, 2006.

 

ANNOUNCEMENTS

 

Letter-  Environmental Conservation Commission (ECC) concerning Outdoor burning in the residential area.

Letter- State Real Property on the Town of Charlton’s Equalization Rate.

 

Supervisor Grattidge stated the equalization rate for Charlton is 84%.  The letter listed the surrounding towns except the Town of Ballston and the Town of Glenville.  The reason why the two towns are not listed is because when a town has a large Grievance Day it may affect the tax roll.  Supervisor Grattidge stated he would get the rates when they are out.

 

            Letter- Notification the Town of Ballston is proposing changes to their Zoning and Subdivision Regulations.  A copy is available for inspection at the Town Clerk’s Office.

Supervisor Grattidge announced the Chairman of the Zoning Board of Appeals is working on temporary housing for two homeowners whose home was burned down on Cook Road.

Supervisor Grattidge announced the Department of Motor Vehicles (DMV) is now taking appointments.  Their contact numbers are Ballston 885-2227, Wilton 584-7403, and Clifton Park 383-2480.

 

Supervisor Grattidge stated he would be putting together a thank letter to County Waste for the services for the Bulk Item Pickup.  The cost in 2005 was $3392.00 and this years cost was $1935.00.  The cost went down because of the metal collected and credit received at $60.00 a ton.  There were 92.555 tons of metal collected and 124 tons of trash.   The County Waste supplied all the labor.

 

Supervisor Grattidge announced he received a letter from a resident who was pleased to see the Bulk Item Pickup picked up so quickly.  The letter suggested expanding the items into paints and chemicals.  Supervisor Grattidge stated a program was done in the past with the Town of Milton, Town of Ballston and the Town of Charlton.  It is a very expensive program the cost for the Town of Charlton was approximately $5,000.00 the Town of Ballston was $8,000.00-10,000.00 and the Town of Milton was $12,000.00.  When the Town of Milton decided they would not be able to continue it made difficult for the other towns.  Supervisor Grattidge stated he has been making inquires at the county level and would like to see someway of doing a hazardous waste program again in the future.

COMMITTEE REPORTS

 

            Zoning Board of Appeals Chairman Maggie Schmidt stated she is working from page 50 of the Zoning Ordinance with the residents whose home was burned down on Cook Road.  Chairman Schmidt has received all the necessary information from both homeowners.  A Public Hearing is scheduled for June 13, 2006 at 8:00pm and 8:30pm.  Chairman Schmidt has spoken with the Chairman of the Planning Board and will give notification to the ECC.  Chairman Schmidt stated the homeowners would petition to receive a temporary permit to have a trailer on their property while they are rebuilding.  The homeowners have spoken with the Zoning Administrator and gone over the septic system.  All necessary information will be forward to the Town Engineer, Town Attorney, Planning Board and the ECC.

 

Supervisor Grattidge stated Party in the Park is coming together.

 

The following resolutions will be on the Agenda for the June 12, 2006 meeting.

 

            Ceremonial Resolution Little Troy Park Celebration on June 17, 2006 this will be their 50th season.

            Ceremonial Resolution honoring the Smith daughters being Dairy Princesses along with the Sundae on the Farm scheduled for June 18, 2006.

Supervisor Grattidge stated the Highway Department would help out with barricades for the roads.  The Constables would help with Traffic Control.  There would be limited access for vehicles parking will be at the Holbrook farm where trolleys will take people to the Smith Farm.

 

            A resolution for submitting a Park Grant to the NYS Office of Park Recreation and Historical Preservation.

 

            Supervisor Grattidge stated there might be a resolution on a temporary worker. The town board will have some discussions with the Highway Superintendent in an executive session.

 

Supervisor Grattidge stated as the town board receives more information on the New Town Hall bid reviewing process, it will be determined weather or not they would be moving ahead on the bid awarding for June 12th.

 

            A Resolution to authorize a transfer of funds to pay General Code Publishing for the indexing services of Town Board minutes to a Laserfiche program.  Supervisor Grattidge stated the monies were allocated in the 2005 budget and somehow the voucher wasn’t received and the funds were never used.  The budgeted funds for 2006 are not enough therefore a transfer is necessary.

 

A motion made by Councilman Salisbury seconded by Councilman Verola that Resolution No. 100 A RESOLUTION AUTHORIZING A CONTRACT WITHAMTEK MANAGEMENT SERVICES CORP. FOR THEDEVELOPMENT AND IMPLEMENTATION OF ANEMPLOYEE HANDBOOK FOR THE TOWN OF CHARLTONAND FOR THE TRANSFER OF FUNDSNECESSARY TO EFFECT PAYMENT FOR THESE SERVICES be approved.

The town board recessed at 8:15pm due to a power outage and resumed at 8:37pm.

 

A motion made by Councilman Verola seconded by Councilman Gardner authorizing the supervisor to accept the agreement from the Saratoga County Department of Public Works requesting permission to use roads for the Founders Day Parade on June 4, 2006 and Sundae on the Farm June 18, 2006.

Supervisor Grattidge stated he would like to hire Kim Caron to be a clerk to the supervisor.  The duties would include recording receipts and preparing payroll.  The hours would be one morning a week.  Councilman Salisbury stated he would like to see her resume.

 

Supervisor Grattidge stated he received a letter from the Scotia Police Department.

 

Supervisor Grattidge stated the town board will meet on June 15th at 4:00pm with Williamson Law a company who offers Highway and Municipal Software.

 

The town board moved into executive session to discuss a matter regarding personnel.  Supervisor Grattidge stated no action was taken.

 

Supervisor Grattidge adjourned the Agenda Meeting of the Town Board at 10:30pm.
